В третьем разделе разработаны методические положения по формированию современной системы, обеспечивающей гармоничные отношения региона и государства, позволяющей решать задачи внешнеторговых и инвестиционных связей регионов, под которой понимается совокупность подсистем и элементов внешнеэкономических связей региона. Предложенная система включает подсистемы (финансовую, информационную, кадровую, административно-правовую) и элементы (товары и инвестиции), движение которых регулируется путем применения программно-целевого метода с учетом инструментов таможенного регулирования. Внедрены научно-практические рекомендации по повышению эффективности регулирования внешнеэкономических связей региона. Исходя из сущности регулирования внешнеторговых связей регионов с учетом обеспечения условий их развития, обоснована модель использования управленческого опыта, предполагающая создание благоприятных таможенных условий с участием региональных и местных органов власти на основе расширения их полномочий, развития сотрудничества и взаимосвязей с таможенными службами и другими институтами, обеспечивающими внешнеэкономическую политику. Выявлено, что регулирование инвестиционных связей регионов предполагает создание благоприятного инвестиционного климата с учётом определённых льгот. Предложена классификация инвестиционных налоговых льгот, среди которых особое место отведено льготам специальных экономических зон и таможенным льготам. Обоснована и разработана модель оптимизации инвестиционных связей регионов, позволяющая установить зависимость между объемами экспорта, импорта и привлечением иностранных инвестиций с учётом позитивного опыта регионов, выявленного на основе анализа региональных моделей инвестиционных связей, которая может быть использована регионами, городами и районами области для активизации внешнеэкономических связей.

The thesis is aimed at solution of an urgent scientific task as for generalization of theoretical principles, analysis and elaboration of practical and scientific-methodical provisions and proposals on raising the efficiency of foreign economic relations regulation in the region on the basis of use of оrganizational and economic tools with participation of regional and local bodies which provide the harmonious relations of region and state. Economic nature and role of foreign economic relations in development of the region are investigated. The preconditions and conditions for development of foreign economic relations in the region are defined. Methods of economic regulation of foreign economic relations in the region included in customs-tariff and not-tariff systems are considered. Basic functions of a customs duty and directions of its regulating function are specified. Foreign and domestic experience in realization of foreign economic relations of the region is generalized taking into account international and national rules, specific typologization of Ukrainian regions, towns of the Lugansk region concerning their participation in foreign economic relations. The efficiency of application of a program-target method in regulation of foreign economic relations of the region is analysed. The efficiency of customs-tariffs use in the system of foreign economic relations of the region is analysed taking into consideration the structure, kinds, sizes and tendencies of change in customs-tariff rates in Ukraine. The system for regulating foreign economic relations on the basis of a program-target method in combination with the mechanism of customs regulation is developed. The proposals on improvement of customs regulation of the foreign economic relations of the region with participation of regional and local bodies are well grounded. The order of building the model is offered to optimize the regulation of the investment relations in the region.
